I got the number ~480 for Character 2012 from one of the people in the admissions office who was filling in for Andrew Ahn at an information session. And I think you're right that it is more of competition between you and their standards than it is between you and other applicants. They said to me at the same information session that while they shoot for 50, if there are more than 50 that they are interested in, they will accept more.
Then again, their facilities can only handle so many people. The number of applicants rises every year, and they can't just expand the program infinitely. It wouldn't surprise me if this year they had to turn away a huge amount of promising applicants that they like, to keep the program at a managable capacity.
